Institutional Cooperation with SAIs of the Arab Region (Sharaka-II)
This five year regional peer-to-peer development programme is a continuation of the first Sharaka programme (2016-2021). The programme builds on the long-standing cooperation between the Netherlands Court of Audit (NCA) and colleague Supreme Audit Insitutions (SAIs) in the Arab region. As well as building the individual institutional capacity of four respective SAIs, it will contribute to developing a practice of hands-on regional cooperation and exchanging experiences. The programme is made up of four bilateral cooperations with Algeria, Libya, Morocco, and Sudan (currently on hold). Central themes in the bilateral cooperations are integrity, communication and stakeholder management, and performance auditing. The regional cooperation involves these four SAIs as well as the SAIs of Iraq, Jordan, Tunisia, and the Palestinian Authorities. The regional cooperation aims to create a learning environment and to encourage the exchange of knowledge and experience of SAIs in the Arab region, thus supporting the sustainability of the programme outcomes. The first regional theme focused on a parallel performance audit on SDG 11 (Sustainable cities and communities). This theme was concluded in June 2023. The second regional theme is focused on a parallel performance audit on SDG 6 (clean water and sanitation) and SDG 13 (climate action). In the latter regional theme, the use of geospatial information is a newly introduced focus.
