The IDC has 23 donor agencies: African Development Bank, Asian Development Bank, Australian Department of Foreign Affairs and Trade, Austrian Development Agency, Belgian Ministry of Foreign Affairs, Canada, European Commission, France, GAVI Alliance, Global Fund to Fight AIDS, Tuberculosis and Malaria, Inter-American Development Bank, International Fund for Agricultural Development, International Monetary Fund, Ireland, Islamic Development Bank, Netherlands Ministry of Foreign Affairs, Norwegian Agency for Development Cooperation, OECD, Switzerland, Sweden, United Kingdom, United States of America, and the World Bank.
The Steering Committee leads the activities of the INTOSAI-Donor Cooperation (IDC). It provides strategic guidance and counselling according to the MoU as well as coordinating activities and monitoring progress. It is made up of all donor signatories to the MoU as well as SAIs appointed by INTOSAI.

The SAI community (represented by INTOSAI) and the donor community recognise the following principles underlying donor support:
- Individual country-led strategic plans and development action plans that are comprehensive, realistic, and prioritized.
- INTOSAI will endeavor to achieve the strategic goals set out in the INTOSAI Strategic Plan.
- Commitment to respecting SAI country leadership, independence, and autonomy.
- Mobilize additional resources, in accordance with its respective rules, laws, and procedures.
- Deliver any financial or other support for audit capacity-building programs in a harmonized and coordinated manner.

The IDC works closely with the INTOSAI Development Initiative (IDI). IDI is a not-for profit, autonomous implementing body, which is mandated to support Supreme Audit Institutions (SAIs) in developing countries to sustainably enhance their performance and capacity.

Within IDI, the work of the IDC is supported by the Global Foundations Unit (GFU). They are responsible for helping the Steering Committee implement the IDC strategy through brokerage, training, advocacy and operational management of the IDC.
