The project follows a multi-level approach aimed at strengthening the capacities of key actors in the decentralization process. The implementation of the measures focuses on two of the fifteen provinces in Iraq. The concrete fields of action are summarized in three areas: 1) Improving the competences of key actors in decentralization and accountability, 2) Strengthening the capacity of elected officials, 3) Strengthening the mechanisms for involving citizens in the implementation of decentralization and development in rural areas.
