Central African Republic – Revision, development and adoption of draft legislation establishing legal and institutional frameworks for the State Inspectorate-General (3 years)
The purpose of this project is to provide SAI Central African Republic with a legal and institutional framework that ensures its administrative and financial independence, and sets forth the mandate of the SAI and the Head of the SAI. Currently, there is an absence of statutory basis for the SAI, and the mandate is not established. The SAI’s work program is under the authority of the President of the Republic, so is publication of audit findings. The inadequacy of the SAI’s legal and institutional framework was identified as a major strategic challenge and weakness in a capacity development program with CREFIAF and IDI, and the need for this to be remedied in order to ensure the viability of the SAI was stated. In addition to financial support, this proposal seeks technical support in drafting legislation.
