Constituency programme 2022
The Constituency Programme – funded by the Ministry of Finance – is designed to assist Ministries of Finance and related organisations in the Constituency group countries to raise awareness and adopt European and international standards in the field of transparent and sound public finances. The constituency countries are countries that are part of the Dutch constituencies at the IMF, the World Bank and the European Bank for Reconstruction and Development (EBRD). These countries do not have voting rights separately, but have associated themselves and are represented by, among others, the Netherlands in these institutions.
- demand driven: based on firm requests for technical assistance from the country’s Ministries of Finance (or affiliated organisations);
- mainly delivered by our own experts, exchanging knowledge and experiences with their colleagues in the countries concerned. The experts apply an interactive and tailor made approach in trainings and other activities. The idea is to learn together, not teach.
- coordinated with the work of EU, International Financial Institutions (IFI’s) and other (bilateral) donors.
In 2022, the NCA implemented a regional cooperation with the Supreme Audit Institutions (SAIs) in Bosnia and Herzegovina, Georgia, Moldova, North Macedonia, Romania and Ukraine. The regional cooperation focused on the theme of Strategic Programming.
In addition, the NCA bilaterally supported the SAIs of Georgia and Romania. SAI Georgia was supported to implement the IntoSAINT self-assessment. The collaboration with Romania focused on 3 SDG performance audits; on quality control, review and assurance; and on communication.
