Uruguay – Feasibility study to set up a “Communication and Citizen Participation” unit to strengthen fiscal control and public value creation (1 year)

The proposed project intends to improve communication and stakeholder management, and strengthen participation of citizens and civil society in fiscal control of public funds. The aim is to make the public more aware of what the SAI does, and to strengthen the SAIs control activities and impact. The intervention is planned to include promotion and advertising campaigns in the press and towards educational institutions and entities that manage public funds. Activities to make the language in audit reports more understandable for the public and press is also intended. Further, a citizen complaint system is planned, so that citizens can become part of the control system and the eyes of the SAI in the fight against corruption. SAI Uruguay has already visited SAI Paraguay with the objective to learn about communication and participation tools they apply.
